The SC655 cameras have microbolometer detectors that all the time are exposed to the incoming infrared radiation, except for when the shutter operates.

Each pixel can be regarded as a small thermometer which responds slowly to the changes in the incoming radiation. The time constant for that response is a little less than 10 ms. The camera measures the electrical resistance (actual temperature) of each bolometer by scanning them from top to bottom. That is an electronical and much faster process.

In order to get a blur free image, your object would need to stand still for about 2-3 times the time constant.
